Job Description

Our client is a software services company, providing Business Intelligence (BI), Data Warehousing (DW), Big Data consulting and project implementation expertise to different federal agencies. We are seeking a Proposal Manager to join their team in Herndon, VA.


  • Support the team in implementing the proposal process on assigned opportunities, including managing logistics and handling routine communications
  • Analyze government solicitations, identifying all requirements and criteria for evaluation
  • Analyze requirements and ensure that proposals meet requirements
  • Resolve issues and set priorities for proposal development
  • Develop proposal schedule, outline, and compliance matrix
  • Interface with Business Development team to facilitate proposal development activities
  • Attend strategy, status, and review meetings to capture action items and incorporate feedback into documents under development
  • Perform post-submission dissection and tagging of final proposal documents to support accessibility as future reference materials


  • Minimum of four to five years of proposal experience in the Federal sector and experience acting as a lead
  • Bachelor's degree required
  • Experience working with a service-based government contractor (ideally a larger $20M+ organization)
  • Capable of producing technical writing and responses
  • Excellent written and verbal communication
  • High proficiency in Microsoft Office Suite applications including Word, PowerPoint, and Excel; proficiency in using SharePoint, Adobe Illustrator, and other graphic applications
  • Demonstrated ability to work well both independently and with diverse teams in a fast-paced, deadline driven environment that is characterized by shifting priorities and periodic extended hours
